TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to requiring
motorcycles to be registered at the time of sale
 
PURPOSE OR GENERAL IDEA OF BILL:.
Requires motorcycles to be registered at point of sale
 
SUMMARY OF PROVISIONS:
Section one: Provides a short title of the bill
Section two: Amends the vehicle and traffic law to require point of sale
motorcycle registration Section three: Establishes the effective date
 
JUSTIFICATION:
In New York City, unregistered vehicles are becoming increasingly
common. The vast majority of mopeds in New York City, for example, are
unregistered and unlicensed. The legislature took valuable steps last
year to ensure that limited use motorcycles (mopeds) were registered at
the point of sale, like a car or any other vehicle. Following unanimous
passage in both houses of a measure to register mopeds at the point of
sale, the Governor signed that bill into law in 2024.
The Motorcycle Registration Act is identical to the current moped law,
but applies to motorcycles, not mopeds. Using virtually identical
language as the moped point of sale registration law, this bill would
ensure that motorcycles are not being driven illegally in our streets.

EFFECTIVE DATE:
This act shall take effect one hundred eighty days after it has become a
law.
