TITLE OF BILL:
An act to amend the highway law, in relation to designating certain
streets in the city of Newburgh as state highways
 
PURPOSE:
To designate certain streets in the city of Newburgh as state highways,
thereby relieving the city of the costs and effort associated with the
care and maintenance, of such roads.
 
SUMMARY OF PROVISIONS:
Section 1: Amends subdivision 34 of section 341 of the highway law to
include the portion beginning at the northern line of the town of New
Windsor, running generally north-easterly on Lake Street through the
city of Newburgh to state route seventeen; and the portion beginning at
the eastern line of the town of Newburgh, running generally easterly on
Broadway through the city of Newburgh to Colden Street.
Section 2: Effective date.
 
JUSTIFICATION:
The City of Newburgh is currently facing very serious financial prob-
lems, due to a shrinking tax base and rising costs. Although city lead-
ers have done a great deal to increase revenues, they are nonetheless
faced with mounting costs, such as road repair, maintenance and snow-
plowing. Under New York's highway law, highways and roadways lying with-
in city limits fall under the jurisdiction of said city, while state
highways and state roadways fall under the jurisdiction of the state.
This legislation would relieve the city of Newburgh of the costs and
effort associated with the care of such roads, shifting the obligation
to New York State.
