TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
establishing a climate action cost council; and to amend the environ-
mental conservation law, the public service law and the public authori-
ties law, in relation to limiting the number of rules and regulations
that may be promulgated annually regarding certain climate goals
PURPOSE:
To establish the Climate Action Cost Council SUMMARY OF PROVISIONS:
Section 1: The environmental conservation law is amended by adding a 2
new section 75-0104 to create Climate action cost council
Section 2 is the effective date
JUSTIFICATION:
With the passage of the CLCPA and all the rules and regulations that
came out of it, it is more important than ever that we create a council
that will function as part of CLCPA by ensuring that our ratepayers and
businesses across the state are protected from the costs associated with
this plan.
Unlike the Climate Action Committee, this Council will be required to
meet quarterly and must report on the cost associated with any action
taken by the council". It is the responsibility of the state to make
sure that the ratepayers and businesses are fully aware of the costs so
that all. New Yorkers are aware of the full impact of New York State's
energy policies.
