Section 1
19-1301: Provides important definitions
19-1303: Prohibits the sale, distribution, or availability of avgas to
consumers by January 1, 2031.
19-1305: Creates a time-limited exemption for airport operators who have
federal grant assurances.

JUSTIFICATION:
This bill will prohibit the sale, distribution, and use of leaded
aviation gasoline (commonly known as "avgas") by airport operators and
aviation retail establishments on January 1, 2031, with time-limited
exceptions made for those with federal grants assurances. Lead is a
well-documented neurotoxin with severe health impacts. The EPA has clas-
sified avgas as the largest remaining source of lead emissions in the
United States, and studies show that exposure to avgas disproportionate-
ly affects communities near airports, as lead particles settle in
surrounding neighborhoods and schools. New York State has a responsibil-
ity to safeguard its residents from avgas and other forms of dangerous,
toxic chemicals.
