TITLE OF BILL:
An act to amend the general obligations law, in relation to protecting
property owners from timber theft and establishing contractual require-
ments for logging agreements
PURPOSE:
To amend the general obligations law, in relation to protecting property
owners from timber theft and establishing contractual requirements for
logging agreements and enforcement mechanisms.
SUMMARY OF PROVISIONS:
Section 1 amends the general obligations law by adding a new section
5-338 involving logging and timber operations. All timber operations
shall be conducted under a written contract signed by both the property
owner and the logger, or an authorized representative of the person,
firm, entity or corporation conducting logging operations on the proper-
ty.
Section 2 states the effective date.

JUSTIFICATION:
This bill addresses the contractual requirements between the landowner
and logger, due to the growing amount of timber theft from landowners.
Adding a new section of law will establish the contractual requirements
between the landowner and logger before any logging activities commence.

EFFECTIVE DATE:
