TITLE OF BILL:
An act to amend the correction law, in relation to the registration
information required to be reported by a sex offender
PURPOSE:
To require those currently registered as a sex offender to report addi-
tional information, including their social security number, past home
addresses, social media accounts, IP Addresses, and online gamer
accounts.
SUMMARY OF PROVISIONS:
Section 1: Amends paragraph (a) of subdivision 1 of section 168-b of the
correction law to add that sex offenders must report information on
their social security number and past home addresses. It also defines
internet accounts as including, but not limited to, all IP addresses,
social media, and online gamer accounts.
Section 2: Amends subdivision 4 of section 168-f of the corrections law
to require that any sex offender must register any change of IP address,
social media and online gamer account no later than 10 days after the
change has been made.
Section 3: Amends Section 168-a of the correction law by adding subdivi-
sion 19, which creates the definition of "online gamer account."
Section 4: Sets Effective Date.
JUSTIFICATION:
The newly mandated reporting requirements for sex offenders will enhance
the division's ability to maintain accurate records and fulfill its
statutory obligations. Given the increasing prevalence of internet tech-
nology, online gaming, and social media, the division needs access to
this information to ensure effective oversight. Additionally, including
these updated requirements will enable the division to maintain more
comprehensive and up-to-date records of registered sex offenders in New
York State.
