JUSTIFICATION:
In an effort to cut-down emissions across New York State, the legisla-
ture proposed the New York State Climate Leadership and Community
Protection Act (CLCPA. Signed into law, this legislation allows a number
of state and local agencies to enact mandates that can drastically
improve environmental issues like air quality across the state. This has
left an opportunity to unfairly harm honored proprietors who have a
well-respected and entrenched history in this state.
This bill seeks to protect owners of pizzerias that operate coal or
wood-fire ovens from any mandate that can place an unreasonable cost
burden on an environmentally insignificant number of businesses who keep
the traditions of food-making, brought from their homeland, alive.
