TITLE OF BILL:
An act to amend the insurance law, in relation to requiring coverage for
colorectal cancer early detection beginning at age thirty-five
 
SUMMARY OF PROVISIONS:
This bill amends Chapter 78 of the laws of 2023 by changing the required
screening age of colorectal screenings in accordance with American
Cancer Society Guidelines for colorectal cancer screening of average
risk individuals for every policy delivered or issued for delivery in
this state that includes coverage for physician services in a physi-
cian's office and every policy which provides major medical or similar
comprehensive-type coverage, to begin at age 35.
 
PURPOSE:
To adjust the required screening age for colon cancer from 45 to 35 in
the state of New York.
 
JUSTIFICATION:
There has been a steady incline in the incidence rate of colon cancer in
those younger than 50. The percentage of colon cancer cases between the
ages of 0-49 have increased from I I% to 20% since 1995. Colon cancer
rates have risen by 28% from 2000 to 2015 in those aged 40-44 alone.
From 2011 to 2020, mortality in individuals younger than the age of 55
has increased from 0.5% to 3%.
