BILL NUMBER: S5267
SPONSOR: BAILEY

TITLE OF BILL:
An act to amend the insurance law, in relation to discrimination

PURPOSE OR GENERAL IDEA:
To prevent insurers from discriminating against policy holders with
respect to various socioeconomic factors, as well as to prevent insur-
ance redlining.

SUMMARY OF SPECIFIC PROVISIONS:
This bill amends the relevant provisions of the insurance law to expand
the list of protected groups under the existing statute. For example, no
individual or entity subject to the insurance law would be allowed to
discriminate against a person seeking insurance solely because of their
income level or consumer credit score. The law would also prevent such
an entity from making any distinction or otherwise discriminating
against a person with respect to premiums or rates charged for
property/casualty insurance policies.

JUSTIFICATION:
Insurance redlining and other forms of insurance discrimination are
prevalent in the Bronx and across the state. This bill would broaden the
list of protected categories already in the insurance law.
