TITLE OF BILL:
An act to amend the public service law, in relation to informational
notices provided on utility bills relating to compliance with the New
York state climate leadership and community protection act
PURPOSE:
To require the Public Service Commission to determine and disclose the
cost of complying with the CLCPA.
SUMMARY OF PROVISIONS:
Section 1: Titles the bill the "CLCPA transparency act"
Section 2: Directs the Public Service Commission to develop a formula to
determine the cost, on a per ratepayer basis, to comply with provisions
set forth by the CLCPA, or other provisions before or after the effec-
tive date with the purpose of meeting the emission goals set forth by
the CLCPA.
Further provides that by March 1, 2025, at least 30 days prior to issu-
ing any order, directive, rule or regulation, the commission shall
disclose to the public via public notice and on their website the cost
of any such order, directive, rule or regulation issued by the commis-
sion to comply with any provision of the CLCPA.
Section 3: Provides the effective date.
JUSTIFICATION:
As New York shifts towards a zero-emission energy future, it is imper-
ative that such a transition be done responsibly. This includes an open
and honest dialogue with our ratepayers, whose bills are skyrocketing as
the state implements more and more policies to comply with the CLCPA
without sufficient disclosure on how it will impact ratepayers. Public
disclosures will help keep the residents of our state informed on how
their utilities are affected by such policies. As New York continues to
move forward with implementing the CLCPA to transition us towards a
zero-emission future, we must ensure that it is done in a manner that is
transparent and accountable to ratepayer.
