TITLE OF BILL:
An act to amend the public authorities law, in relation to requiring the
New York state energy and research development authority to develop a
comprehensive electric vehicle fast charging station implementation plan
 
PURPOSE OF THE BILL:
The purpose of this bill is to facilitate the development of statewide
electric vehicle fast charging stations.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 -Amends the Public Authorities Law by adding a new Section
1874 establishing the Electric Vehicle Fast Charging Station Implementa-
tion Plan. Within six months of the effective date, the New York State
Energy Research and Development Authority (NYSERDA), in consultation
with the New York Power Authority (NYPA), the Department of Transporta-
tion (DOT), the Department of; Environmental Conservation (DEC), the
Department of Public Service (DPS) and the Fast Charge NY working group
shall prepare a comprehensive electric vehicle fast charging station
implementation plan. NYSERDA shall establish the Fast Charge NY working
group consisting of thirteen members, including two members from each of
the following: statewide municipal organizations, environmental justice
groups, statewide environmental groups, public utilities and charging
station developers. Three members shall be appointed by the Governor,
one member by the Temporary President of the Senate and one member by
the Speaker of the Assembly. Once completed, NYSERDA shall publish the
report on its website and provide for a thirty-day public comment period
prior to the adoption of the plan. NYSERDA shall publish the final
report following the adoption of the plan that will include guidance for
the deployment of electric vehicle fast charging stations. NYSERDA shall
update the plan annually.
§ 2 - Effective date.
 
JUSTIFICATION:
To achieve the goals of the Climate Leadership and Community Protection
Act, we must continue to support the transition to electric vehicles.
Each year at an increasing rate, drivers are transitioning from gaso-
line-powered vehicles to electric vehicles. To support this change, it
is critical we take steps now to ensure that fast charging stations are
readily available. This bill will ensure that we facilitate the deploy-
ment of electric vehicle charging stations.
