TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to
requiring the chair and commissioners of the state liquor authority to
file certain disclosures
PURPOSE OR GENERAL IDEA OF BILL:
Relates to requiring the Chairman and Commissioners of the state liquor
authority to file certain disclosures.
SUMMARY OF SPECIFIC PROVISIONS:
Amends the alcoholic beverage control law to make clear that: the Chair-
man and each Commissioner shall be required to file an annual statement
of financial disclosure pursuant to section seventy three-a of the
public officers law.
JUSTIFICATION:
The New York State liquor Authority Board is made up of three members,
one Chairperson and the others act as commissioners. However, since
2011, the Chairman of the New York State Liquor Authority is the only
"full-time" Member of the Authority. The two other Commissioners are
categorized as "per diem" appointees. As a result, the other Commission-
ers do not have the same restrictions required by the Public Officers
Law which includes financial disclosure and the other ethical standards.
Integrity is and should always be paramount at all levels of government
and as such we must ensure that those appointed to the highest positions
across state government and agencies are held to the highest standard.

EFFECTIVE DATE:
This act shall take effect immediately.
