TITLE OF BILL:
An act to amend the labor law and the public health law, in relation to
requiring small businesses to have and maintain a first aid kit on the
premises of the business at all times
 
PURPOSE:
This bill would require first aid kits to be on premises and available
at all small businesses. The existence of such kits would be checked
during core enforcements currently done.
 
SUMMARY OF PROVISIONS:
This bill would amend the labor law by adding a new section 476 to
require small businesses (those with 50 employees of less) to maintain
and store in easily accessible location a first aid kit. The bill would
also amend the public health law section 201 by adding a new paragraph
(z) to require that compliance with requiring the first aid kit is
checked during regular health or safety inspections of the building and
business.
 
JUSTIFICATION:
The brutal murder of a 15-year-old boy in the Bronx in 2018, which was
caught on video, has left the community and New York City stunned.
There are serious concerns with the ability of employees at the business
where "Junior" sought help before and after the gang attack that killed
him. Community leaders and the victim's family unveiled several
proposals to address such situations, one of which is this initiative.
We need to ensure that businesses are equipped to help those who are
injured in order to save lives. With the proliferation of gangs
throughout our state, we need to take proactive steps to ensure youth
safety.
