TITLE OF BILL:
An act to amend the education law, in relation to requiring that regents
and elective officers of the university of the state of New York prove
that their primary residence is located within New York state before
entering on their duties
PURPOSE:
To require the chancellor to prove his or her residence is within NYS.
SUMMARY OF PROVISIONS:
Section 1 amends current law section 203 of the education law to require
the chancellor and vice-chancellor prove their primary residence is
located within NYS.
Section 2 sets effective date as immediately.
JUSTIFICATION:
While maintaining a residence in Maryland, the current SUNY Chancellor
received monthly commuter travel and housing allowances of $16,500.
Requiring in state residency would obviate the need and justification
for such lavish, taxpayer-funded perquisites. This bill would not
preclude SUNY from offering housing accomodations for the Chancellor at
a residence it already owns. Critically, this bill does not target
reimbursement for travel related to official state business, such as a
hotel stay after visiting a campus an appreciable distance from the
Chancellor's in-state residence.
