TITLE OF BILL:
An act relating to creating the New York state commission on government
efficiency
 
PURPOSE:
To improve fiscal responsibility in New York State by creating a bipar-
tisan commission dedicated to identifying and reducing wasteful and
unnecessary state spending.
 
SUMMARY OF PROVISIONS:
Section 1: Establishes the New York State Commission on Government Effi-
ciency to conduct a thorough examination of state spending and recommend
areas where wasteful expenditures can be eliminated.
Section 2: Defines the structure of the commission, consisting of eight
members appointed as follows:
*Two members appointed by the Temporary President of the Senate.
*Two members appointed by the Speaker of the Assembly.
*Two members appointed by the Minority Leader of the Senate.
*Two members appointed by the Minority Leader of the Assembly.
*Members will serve two-year terms and will not receive compensation for
their service.
Section 3: Outlines the commission's primary responsibility to analyze
state spending and pinpoint inefficiencies.
Section 4: Requires the commission to submit an annual report with
specific recommendations, including legislative or regulatory proposals,
to the Governor, Temporary President of the Senate, and Speaker of the
Assembly.
Section 5: Establishes that this act shall take effect immediately.
 
JUSTIFICATION:
New York State taxpayers deserve efficient, accountable, and transparent
use of their hard-earned money. Government waste and inefficiencies have
long plagued the state's fiscal operations, resulting in unnecessary
expenditures, redundant programs, and bureaucratic bloat.
By creating a Commission on Government Efficiency, this bill takes a
proactive approach to cutting wasteful spending, streamlining oper-
ations, and ensuring taxpayer dollars are spent wisely. The commission
will provide data-driven recommendations to eliminate inefficiencies,
promote responsible fiscal policy, and improve government effectiveness.
Unlike previous efforts that have failed due to political gridlock, this
commission will bring equal representation from both parties, ensuring
that all voices are heard, and solutions are based on facts-not poli-
tics. This commission will be a watchdog for the people, holding state
agencies accountable and helping restore trust in government.
