BILL NUMBER: S4773
SPONSOR: RYAN C
TITLE OF BILL:
An act to amend the civil service law, in relation to preventing
outsourcing during a hiring freeze
PURPOSE:
The purpose of this bill is to prevent outsourcing during a hiring
freeze.
SUMMARY OF PROVISIONS:
Section 1 of this bill would establish that no entity under the control
of the Executive shall contract, subcontract, or hire any third party
during a hiring freeze.
Section 2 of this bill provides that the effective date shall take
effect immediately.
JUSTIFICATION:
There are currently more than 5,000 vacant full-time equivalent state
positions. many of which are critical positions that would normally
provide middle-class incomes to hard working state residents. These
positions have remained unfilled because of a hiring freeze put in place
by the Governor. In order to ameliorate service deficiencies caused by
the unfilling of these positions, the Governor has started to outsource
services that would normally be carried out by the State's workforce.
This could result in the permanent displacement of jobs that provide
residents with a means of achieving a middle-class life. This bill would
preserve the economic opportunities these positions provide by prohibit-
ing the outsourcing of services that would otherwise be performed by the
state's unionized workforce.
