TITLE OF BILL:
An act to authorize and direct the commissioner of agriculture and
markets to conduct a study on vertical farming
 
PURPOSE:
To examine the effects vertical farming would have on access to locally
grown food, job creation, educational opportunities, and the environ-
ment.
 
SUMMARY OF PROVISIONS:
This bill directs the commissioner of agriculture and markets to conduct
a study on vertical farming. It also requires the commissioner to make
recommendations for legislation and administrative programs one year
after the act become effective.
 
JUSTIFICATION:
Residents in some parts of New York State do not have access to fresh
produce in their communities and must either travel far distances for it
or do without. This legislation seeks to examine how vertical farming
might address the issue of food deserts in the state.
