TITLE OF BILL:
An act to authorize Kim Bowers to receive certain service credit with
the New York state and local employees' retirement system
PURPOSE:
Provides authorization to Kim Bowers, an employee with the Erie County
Water Authority, to change her date of membership with the NYS and Local
Employees' Retirement System.
SUMMARY OF PROVISIONS:
Section 1 of the bill authorizes Kim Bowers to apply for retroactive
membership in the New York State and Local Employees' Retirement System
with an effective date of January 1, 2006.
Section 2 states no contributions made to the retirement system shall be
returned or refunded.
Section 3 state that all past employer costs of implementing the
provisions of this act shall be borne by the Town of Orchard Park.
Section 4 establishes the effective date.
JUSTIFICATION:
Kim Bowers began her career in public service with the Town of Orchard
Park on January 1, 2006. Through no fault of her own, Ms. Bowers did not
become a member of the New York State and Local Employees' Retirement
System. This legislation would correct this oversight by allowing Ms.
Bowers to join the retirement system as of January 1, 2006.
