TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to suspending
the registration of vehicles which have been documented multiple times
by a photo speed violation monitoring system for speeding in a highway
construction or maintenance work area
 
PURPOSE:
To further discourage speeding and reckless behavior in work zones by
suspending the registration of repeat violators.
 
SUMMARY OF PROVISIONS:
Section one adds a new subdivision 4-I to Section 510 of the Vehicle and
Traffic Law to suspend the registration for 90 days of a vehicle cited
five or more times by a work zone speed camera within 18 months.
Section two amends Section 1180-e of the Vehicle and Traffic Law to
require a warning on notices of liability that a vehicle risks registra-
tion suspension for incurring 5+ violations over 18 months.
Section three amends Section 514 of the Vehicle and Traffic Law to
ensure courts report final decisions on work zone speed camera notices
of liability to the Department of Motor Vehicles.
Section four sets the effective date.
 
JUSTIFICATION:
This bill aims to enhance safety in work zones by suspending the regis-
tration of vehicles that receive four or more citations from work zone
speed cameras within an 18-month period. Work zones are high-risk areas
where speeding poses significant dangers to both workers and drivers.
Despite existing penalties, repeat offenders continue to jeopardize
safety, and the current system has not fully deterred habitual
violations. By linking registration suspension to repeated offenses,
this bill strengthens enforcement and incentivizes compliance with speed
limits in these areas.

EFFECTIVE DATE:
One year after it shall become law and apply to violations committed on
or after that date, provided, however, the amendments made to subdivi-
sion (e) of section 1180-e of the vehicle and traffic law made by
section one of this act shall not affect the repeal of such section and
shall be deemed repealed therewith.
