TITLE OF BILL:
An act to amend the public health law, in relation to onsite overdose
response services and requiring certain locations and venues to maintain
a supply of opioid antagonists
PURPOSE OR GENERAL IDEA OF BILL:
Clarify the definition and goals of overdose response services and add
additional locations that must have such overdose response services.
SUMMARY OF PROVISIONS:
Section 1 defines onsite overdose response services and adds sporting or
event centers, theaters, concert venues, and amusement parks to the
locations that must have overdose response services.
Section 2 authorizes overdose prevention services to dispense drug adul-
terant testing supplies to any person.
Section 3 includes anyone who uses resuscitation equipment that facili-
tates first aid, an automated external defibrillator, an epinephrine
auto-injector device, or an opioid antagonist into the good samaritan
law.
JUSTIFICATION:
Many laws require overdose response services at different locations, but
they have different regulations and rules they must follow. This bill
ensures all overdose response services are standardized, and adds addi-
tional nightlife locations that must have such services. It also
protects individuals under the good samaritan law to encourage them to
use first aid resuscitation equipment to aid their fellow new yorkers
when in need.
