TITLE OF BILL:
An act in relation to establishing a temporary commission to reform tier
VI status in the New York state and local employees' retirement system;
and providing for the repeal of such provisions upon the expiration
thereof
 
PURPOSE:
To develop recommendations to reform Tier VI
 
SUMMARY OF PROVISIONS:
Section 1: States legislative findings.
Section 2: Establishes a temporary state commission of 9 members; five
appointed by the Governor and one each by the leaders of the majority
and the minority in the Senate and Assembly, with a report to the Gover-
nor and legislature due within one year
Section 3: Sets the effective date
 
JUSTIFICATION:
In 2023 the Senate Civil Service and pensions committee conducted public
hearings to discuss retention and recruitment in the civil service. The
overwhelming response of most of the witnesses who testified pointed to
the creation of Tier VI as the largest obstacle to attracting and
retaining adequate numbers of high quality public sector workers. The
creation of this temporary commission can lead to the development of an
effective reform program that will enjoy broad-based support.
