TITLE OF BILL:
An act to amend the education law and the state finance law, in relation
to establishing the Capital Region preceptor stipend program
PURPOSE OR GENERAL IDEA OF BILL:
This bill creates a $5,000 stipend and the Capital Region Preceptor
Stipend Program.
SUMMARY OF PROVISIONS:
Section 1 establishes the name of the program: "Capital Region Preceptor
Stipend Program"
Section 2 declares the legislative intent.
Section 3 creates a $5,000 stipend to be administrated by the Capital
Region Preceptor Stipend Program within the Office of Professions under
the NYS Education Law. The stipend would be given to preceptor clini-
cians who have successfully applied and been accepted to enter into a
clinical preceptorship with a student enrolled in a NYS-based education
program to become a physician, physician assistant, specialist assist-
ant, certified registered nurse anesthetist, registered professional
nurse, nurse practitioner, clinical nurse specialist or midwife. Precep-
tor instruction would include family medicine, internal medicine, pedia-
trics, obstetrics and gynecology, emergency medicine, psychiatry, home
healthcare, general surgery, or gerentology.
Capital Region is defined in line with the definition held by the
Regional Economic Development Council, and includes the eight counties
of: Albany, Columbia, Greene, Saratoga, Schenectady, Rensselaer, Warren
and Washington.
Section 4 amends state finance law to allow for stipend payments to
occur out of the Office of the Professions Account, provided that the
first year payments shall not exceed $5 million.
Section 5 authorizes this act to take effect on the 180th day after it
becomes law. Effective immediately, the addition, amendment and/or
repeal of any rule or regulation necessary for the implementation of
this act on its effective date are authorized to be made and completed
on or before such effective date.
JUSTIFICATION:
New York State healthcare is in crisis from staffing shortages that are
exacerbated by staff burnout. Quality preceptorships are an essential
component of clinical professional development, and also a powerful tool
for recruitment and retention in the healthcare industry. By providing
supervision during clinical practice and facilitating the application of
theory to practice for students and staff learners, preceptors can help
promote self-awareness and critical thinking for students. That confi-
dence and on-the-job training will foster a healthy mentorship and
encourage future health care professionals to pursue their health career
in New York State.
Preceptorships, however, are a time-consuming commitment and health care
workers in NYS are hard-pressed to add more to their plates. A stipend
program would incentivize health care professionals to be preceptors and
take on the responsibility of training future health professionals. This
bill creates a $5,000 stipend to be given to preceptor clinicians who
have successfully applied and been accepted to enter into a clinical
preceptorship through the "Capital Region Preceptor Stipend Program."

EFFECTIVE DATE:
This act shall take effect on the 180th day after it shall have become a
law. Effective immediately, the addition, amendment and/or repeal of any
rule or regulation necessary for the implementation of this act on its
effective date are authorized to be made and completed on or before such
effective date.
