TITLE OF BILL:
An act to amend the election law, in relation to requiring the board of
elections in a city with a population of one million or more to provide
certain notices prior to a change of polling place
PURPOSE OR GENERAL IDEA OF BILL:
This bill would require boards of elections, within five days of receiv-
ing notice of the need to change the location of a polling place, to
notify officials.
SUMMARY OF PROVISIONS:
Section one of the bill amends subdivision 2 of section 4-104 of the
election law to require when any board of elections is notified of the
need to change the location of a polling place, such board of election
shall, within five days of receiving such notice, notify the chair-
persons of all state party committees, the chairpersons of all county
party committees in the county in which such polling place is located
and the member of the state assembly, state senator, city councilmember,
and assembly district leader in which such polling place is located and
and any member of the state assembly, state senator, city councilmember,
and assembly district leader, whose district includes any election
district the residents of which are assigned to vote at such polling
place.
Section two of the bill sets forth the effective date.
JUSTIFICATION:
Current law requires the board of elections, at least five days before
the next election or day before registration, to send by mail a written
notice to each registered voter notifying such voter if a changed
location of their designated polling place. However, current law does
not provide such notification to state and county officials. This
legislation would require that the board of elections, within five days
of receiving notice of the need to change the location of a polling
place, to notify the chairpersons of all county party committees in the
county in which such polling place is located and the member of the
state assembly, state senator, city councilmember, and assembly district
leader in which such polling place is located and and any member of the
state assembly, state senator, city councilmember, and assembly district
leader, whose district includes any election district the residents of
which are assigned to vote at such polling place.
