TITLE OF BILL:
An act to amend the labor law, in relation to including Stewart Interna-
tional Airport in the definition of covered airport location for the
purposes of minimum wage rates
 
PURPOSE:
To include the Stewart International Airport in the definition of
covered airport location for the purposes of minimum wage rates.
 
SUMMARY OF PROVISIONS:
Section 1: Amends subdivision 1 of section 696-a of the labor law to
include Stewart International Airport in the definition of "covered
airport location."
Section 2: Sets Effective Date.
 
JUSTIFICATION:
This legislation seeks to include the workforce at Stewart International
Airport under the Healthy Terminals Act. The bill aims to reduce turn-
over and enhance health and safety among airport workers by ensuring
they receive prevailing wages consistent with Article 9 of the Labor
Law. Doing so will help create a stronger, more skilled, and better-
trained workforce to protect and secure these critical facilities. Work-
ers will receive wages and fringe benefits, including healthcare, based
on their job classification and region, reducing reliance on taxpayer-
funded programs. The necessity for such legislation has never been
greater, particularly in light of the ongoing health crisis. After serv-
ing during the COVID-19 pandemic, many of these frontline workers remain
without employer-provided health insurance or any coverage, highlighting
the urgent need for this measure.
