TITLE OF BILL:
An act to amend the parks, recreation and historic preservation law, in
relation to requiring sunscreen be made available at all state parks,
recreational facilities, historic sites or programs and other appropri-
ate locations
PURPOSE:
To provide sunscreen at all state parks and facilities.
SUMMARY OF PROVISIONS:
This bill amends section 3.09 subdivision 21 of the parks, recreation
and historic preservation law as added by chapter 38 of the laws of 2005
to develop, in consultation with the commissioner of health, raise
awareness and accessibility to methods of reducing the risk of skin
cancer by providing sunscreen at all state parks and recreational facil-
ities.
JUSTIFICATION:
With the increasing risk of skin cancer and other skin diseases brought
on by sun exposure it is imperative that state parks and facilities
provide individuals with the necessary preventative measures to protect
themselves from overexposure. These measures include any topical
sunscreen approved by the Federal Drug Administration and appropriate
signs and brochures placed at the discretion of the commissioner.

EFFECTIVE DATE:
This act shall take effect on the one hundred twentieth day after it
shall have become a law; provided, however that effective immediately,
the addition, amendment and/or repeal of any rules or regulations neces-
sary for the implementation of the foregoing provisions of this act on
its effective date are authorized and directed to be made and completed
on or before such effective date.
