TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to the
sale of non-alcoholic versions of alcoholic beverages
 
PURPOSE:
To allow liquor stores to sell non-alcoholic versions of alcoholic
beverages.
 
SUMMARY OF PROVISIONS:
Section one amends section 3 of the alcoholic beverage control law to
create a new definition of non-alcoholic version of an alcoholic bever-
age.
Section two amends section 63 of the alcoholic beverage control law to
allow liquor stores to sell non-alcoholic versions of alcoholic beverag-
es.
Section three amends section 104 of the alcoholic beverage control law
to allow wholesalers to sell non-alcoholic versions of alcoholic bever-
ages to retailers.
Section four establishes the effective date.
 
JUSTIFICATION:
Non-alcoholic or N/A beverages provide an alternative for people who
wish to enjoy the taste of a traditionally alcoholic beverage but don't
want the impairing effects that come with alcohol. Unfortunately, due
to New York State's restrictive liquor laws these beverages cannot be
purchased at stores that sell liquor. Allowing liquor stores to sell
these increasingly popular beverages would save New Yorkers time by
consolidating the number of trips they must make if they wish to
purchase both N/A and alcoholic beverages. It will also diversify the
types of products that liquor stores can sell, expanding their business
opportunities.
