TITLE OF BILL:
An act to amend the education law, in relation to prohibiting elementary
schools and secondary schools from withholding student transcripts for
failure to pay tuition
PURPOSE:
Allows students to obtain their academic transcript in the event tuition
has not been paid.
SUMMARY OF PROVISIONS:
Section 1 subdivision 1 of Section 640 of the education law is amended
to prohibit elementary and secondary schools from withholding student
transcripts in the event such student has not paid tuition.
Section 2 Sets the effective Date.
JUSTIFICATION:
As a result of the ongoing financial stress in the U.S. economy, diffi-
culties with paying tuition have become more and more common. Whether
the student is paying for their own education, or parents are paying for
their child's tuition, it is the student who suffers. The problem is
exacerbated in situations when a student's transcript needs to be sent
from one school to another. Schools frequently will not release tran-
scripts if the tuition is not fully paid.
