TITLE OF BILL:
An act to amend the education law, in relation to including remedial
services, homework or childcare as the transportation responsibility of
the city school district located in a city having a population of one
million or more
 
PURPOSE:
To allow students who are receiving remedial services, childcare, or
working on homework to be included in New York City's After 4pm busing
program.
 
SUMMARY OF PROVISIONS:
Paragraphs (a) and (b) of subdivision 1 of section 3627 of the education
law are amended to add remedial services, homework or childcare, to the
situations where NYCDOE is required to provide or reimburse for trans-
portation of children under certain circumstances.
 
JUSTIFICATION:
Currently, the NYCDOE is required to reimburse for transportation of
students in grades K-6, who attend school from 9:30 AM (or earlier) for
regularly scheduled academic classes through 4:00 PM or later. This
highly successful program has been a lifeline for parents across New
York City.
Unfortunately, there are students who attend a school where academic
classes end before 4pm, but the students still remain at the school to
receive remedial or tutoring help, childcare, or to do their homework.
Under the current law, these students are not allowed to get transporta-
tion from NYCDOE. This oversight has been challenging, especially in
cases when one sibling attends class until 4pm and can take the bus,
while another sibling who attends the same school and stays until after
4pm with a tutor, would not be able to take the bus. This legislation
would correct this oversight and help many hard-working parents.
