TITLE OF BILL:
An act to amend the public authorities law, in relation to project
applications and advisory opinions of the public authorities control
board
 
PURPOSE:
This bill would amend the project applications and advisory opinions of
the public authorities control board.
 
SUMMARY OF PROVISIONS:
Section 1 - Subdivisions 2, 3, 3-a, 4 and 5 of section 51 of the public
authorities law are renumbered subdivisions 6, 7, 7-a, 8 and 9 and four
new subdivisions 2, 3, 4 and 5 are added.
Section 2 - Sets the effective date.
 
JUSTIFICATION:
There have been failed economic projects initiated over the past few
years. Projects ran through LLCs created by the administration or Empire
State Development. In light of these failed projects and the significant
amount of tax dollars wasted, it has become clear there must be more
transparency and more information provided to the Public Authorities
Control Board prior to voting on proposed projects. This bill will
ensure that the PACE members have sufficient information to make
informed decisions prior to a vote approving funding.
