TITLE OF BILL:
An act to amend the correction law, in relation to requiring the use of
body-worn cameras on certain correction officers
 
SUMMARY OF PROVISIONS:
The bill amends the correction law to require correction officers to use
body-worn cameras. Rules and regulations shall be promulgated to effec-
tuate this mandate. The bill also contains reporting requirements
discussing, among other things, the effectiveness of the recoding
devices and their impact.
 
JUSTIFICATION:
A prior iteration of this bill created a pilot program in New York State
correctional facilities on the basis that the use of cameras provides
meaningful oversight of officer interaction with incarcerated individ-
uals. The bill has since been changed given the horrific events that
occurred at Marcy Correctional Facility in late 2024, where several
corrections officers beat Robert Brooks to death while he was bound,
while other correctional staff stood by and did nothing.
Enacting this bill will not bring back Robert Brooks, but I hope that it
will ensure that such horrific and disturbing incidents never happen
again.
