TITLE OF BILL:
An act to amend the highway law, in relation to dedicating a portion of
the state highway system to Emmaline Wilcox
PURPOSE OR GENERAL IDEA OF BILL:
This bill would dedicate a portion of the state highway system to "Emma-
line 'Emma' Wilcox"
SUMMARY OF PROVISIONS:
Section 1: The highway law is amended by adding a new section 344-p
which states, portion of the state highway system to be dedicated to
"Emmaline `Emma' Wilcox." All that portion of the state highway system
constituting state route sixty between Shumla Road and Lakeview Road in
the town of Pomfret, county of Chautauqua.
Section 3: Third act shall take effect immediately.
JUSTIFICATION:
Seven-year-old Emmaline "Emma" Arm Kela Wilcox from Cassadaga passed
away on Monday, February 24, 2020, due to injuries sustained in a
motor-vehicle accident on State Route 60 in the Town of Pomfret. She was
born on December 26,2012, in Jamestown, the beloved daughter of Chisto-
pher and Shanna Johnson Wilcox of Cassadaga.
Caring, loving, joyful, and smart are just a few ways Emma's family
describes her. Emma was someone who turned a bad day into a good day and
knew just how to make someone laugh.
Emma was a first-grade student at Sinclairville Elementary School and
regularly attended the Collage Performing Arts Center Fredonia. She had
a passion for learning, dancing, and cheerleading. Her favorite subject
in school was math. Emma dreamed of becoming a dance instructor or
veterinarian when she grew up.
This piece of legislation serves as a tribute to Emmaline "Emma" Ann
Kela Wilcox. By naming this portion of the highway after Emma, it honors
her memory and legacy within the community. Such recognition not only
commemorates Emma's life but also serves as a reminder of the importance
of road safety and the impact of tragic accidents on individuals and
their loved ones.
