TITLE OF BILL:
An act authorizing certain former full-time police officers to take the
competitive civil service examination for the position of police officer
for the city of New York
PURPOSE:
To allow former full-time police officers to be eligible to take the
civil service examination for the city of New York.
SUMMARY OF PROVISIONS:
Section 1 of the bill lists that any former full-time police officer for
the city of New York born between January 1, 1985 and January 1, 1990,
is eligible to take the competitive civil service examination. Upon
their score, they will be eligible to be placed on the list for appoint-
ment as a full-time police officer for the city of New York.
Section 2 of the bill states that any former full-time police officer
eligible must be subject to the merit and fitness provisions of the
civil service law and the administrative code of the city of New York.
Section 3 establishes the effective date.
JUSTIFICATION:
New York City is in dire need of police officers. This bill will assist
the City in recruitment and fulfilling their staffing needs. By allow-
ing individuals who may have slightly aged out of the current 35 year
age requirement, this would allow for highly qualified individuals who
have prior law enforcement experience to join the force. Covid-19 was an
extreme hindrance for NYPD recruitment, as testing & exams for officers
were halted and severely delayed. This prevented several qualified indi-
viduals who would have otherwise met the age requirement, from being
able to join despite passing all other requirements.
