TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to issuing
non-driver identification cards to certain persons with suspended driv-
ing privileges
PURPOSE:
To require the Department of Motor Vehicles to issue a non-driver iden-
tification card to an individual who has had their driver's license
suspended by a court.
SUMMARY OF PROVISIONS:
Section 1: Requires the Department of Motor Vehicles, when a court
suspends a driver's license to be immediately issued to the person whose
driver's license was suspended, a non-driver identification photo card
to such person. The non-driver identification card shall be in the same
form as any other non-driver identification card issued under section
490 of the vehicle and traffic law.
Section 2: Sets effective date
JUSTIFICATION:
This bill will direct the Department of Motor Vehicles to provide those
individuals with a court-ordered suspension of a driver's license with a
non-driver identification photo card. The issuance of a non-driver's
identification card will allow those with a suspended driver's license
to complete necessary daily functions such as traveling, banking, and
shopping.

FISCAL IMPLICATIONS:
None to the state.
EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law. Effective immediately, the addition, amendment and/or
repeal of any rule or regulation necessary for the implementation of
this act on its effective date are authorized to be made and completed
on or before such effective date.
