TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to
authorizing special permits to remain open during certain hours of the
morning
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill would allow restaurants and bars to apply for a special permit
to stay open on January 1 between 4 am and 10 am.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Allows licensees to apply for a special permit to stay open
on the morning of January 1 from 4 a.m. to 8 a.m.
Section 2. Establishes effective date
 
JUSTIFICATION:
This legislation will allow bars and restaurants to stay open on New
Year's Eve when New Year's Eve is on a weekend in the same manner they
would if New Year's Eve fell on a weekday. Currently, New York law
allows an alcohol serving bar or restaurant to apply for a permit to
stay open past traditional hours if New Year's Eve is a weekday. This
bill would extend that permit for when New Year's Eve falls on a week-
end.
