BILL NUMBER: S3091
SPONSOR: ORTT
TITLE OF BILL:
An act to amend the public health law, in relation to providing direct
reciprocal certification for certain emergency medical technicians
PURPOSE:
To change how a NYS EMT may obtain a standard license through direct
reciprocity with the National registry.
SUMMARY OF PROVISIONS:
Section 1. Amends the Public Health Law by adding a new section, 3005-c.
The section would require the commissioner of health, with the bureau of
emergency services, to grant NYS emergency medical technician certif-
ication to any individual who holds a certification from the national
registry without a fee or examination.
Section 2. Establishes an immediate effective date.
JUSTIFICATION:
Due to the ever-growing COVID-19 pandemic, there have been shortages all
over the medical field. First responders give a great amount of service
to their local communities and with that should come the ability to
serve New Yorkers by gaining direct reciprocity. This bill would allow
direct reciprocity with the National registry which is a higher standard
of care compared to New York's current state.
