BILL NUMBER: S3039
SPONSOR: HOYLMAN-SIGAL

TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to reducing the
speed for owner liability for failure of operator to comply with certain
posted maximum speed limits

PURPOSE:
To reduce the camera ticketing requirement from over ten to over seven
miles per hour above posted limits within school zones.

SUMMARY OF SPECIFIC PROVISIONS:
Section 1 of the bill amends Subdivision b of section 1180-b of the
vehicle and traffic law to provide liability to all owners of vehicles
captured by camera in school zones traveling at a speed of six miles per
hour above the posted limit.
Section 2 amends Paragraphs 6 and 7 of subdivision. (n) of section
1180-b of the vehicle and traffic law to reduce the speed from 10 miles
an hour to six across various provisions.

JUSTIFICATION:
Studies continuously show much higher survival rates in pedestrians at
these lower speeds. In the interests of protecting children as they come
and go from schools, all efforts should be made to lower the driving
speed.
