TITLE OF BILL:
An act to amend the public housing law, in relation to requiring the
commissioner of housing and community renewal to develop a common appli-
cation and web portal for certain funding, tax credits, loans, and
grants for housing development
 
PURPOSE:
To streamline the housing assistance application process through the
creation of a shared web portal
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 establishes that the commissioner will create a common appli-
cation for housing assistance in collaboration with other state agencies
the commissioner deems necessary
Section 2 establishes the effective date of the bill
 
JUSTIFICATION:
This bill directs the creation of a common application, developed by the
Commissioner of the Division of Homes and Community Renewal in collab-
oration with state agencies administering housing assistance programs.
The system will unify the application process, saving resources for
organizations building affordable housing. This common application will
be used by all state agencies who administer housing funds, allowing
applicants to complete and submit their applications online through a
dedicated web portal.
The process for applying for funding to build affordable housing often
involves redundant entry of biographical information for each applica-
tion, in many cases requiring separate applications to different agen-
cies for the same housing development. This bill seeks to alleviate this
burden by establishing a centralized Housing Assistance Application and
Web Portal that will reduce the amount of time and resources needed for
applicants building affordable housing.
