TITLE OF BILL:
An act to amend the public service law, in relation to call centers for
gas and electric corporations; to amend a chapter of the laws of 2024
amending the public service law relating to call centers for gas and
electric corporations, as proposed in legislative bills numbers S.
8626-A and A. 9444-A, in relation to the effectiveness thereof; and to
repeal certain provisions of the public service law relating thereto
 
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2024,
c.675, which modifies requirements for call center relocation for gas or
electric corporations.
 
SUMMARY OF PROVISIONS:
This legislation makes technical changes, altering the requirements for
call center relocation, and changes the effective date of the underlying
chapter.
 
JUSTIFICATION:
Public utilities, such as gas or electric corporations, must provide
call center customer assistance in order to field various inquiries from
their customers, which could come via phone or in writing. Such
inquiries cover a wide range of topics, including initiation or termi-
nation of services, billing, metering, company policies and procedures,
and referring customers to social service agencies or emergency
services. The ability to work remotely provides flexibility for workers
and greater access to employment opportunities; as such, flexibility
improves recruitment and retention of employees. Workers at call centers
should be able to take advantage of remote work without fear of losing
their jobs.
This legislation is a negotiated change to the underlying chapter.
 
LEGISLATIVE HISTORY:
Chapter Amendment to Chapter 675 of the Laws of 2024. S.8626A and
A.9444A both passed the Senate and Assembly in June 2024.
 
FISCAL IMPLICATIONS:
None
 
EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that sections
one and two shall take effect on the same date and in the same manner as
a chapter of the laws of 2024 amending the public service law relating
to call centers for gas and electric corporations, as proposed in legis-
lative bills numbers S. 8626-A and A. 9444-A, takes effect.
