TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to requiring
bicycles with electric assist and electric scooters in certain cities be
registered with the department of motor vehicles
 
PURPOSE:
This bill waives the fees for license renewal for any person who is
sixty-two years of age or older.
 
SUMMARY OF PROVISIONS:
Section 1 amends the vehicle and traffic law by adding a new section
1244 requiring the registration of bicycles with electric assist.
Section 2 amends the vehicle and traffic law by adding a new section
1290 requiring the registration of electric scooters.
Section 3 is the effective date.
 
JUSTIFICATION:
Some users of electric vehicles (electric bicycles and scooters) act
recklessly, disregarding traffic laws and riding on sidewalks. This
results in collisions, some fatal, numbering in the thousands in New
York. These vehicles have also become popular as getaway vehicles in
crimes. Treating electric vehicles the same as motor vehicles will
facilitate enforcement of traffic laws and other laws, promoting public
safety.
