TITLE OF BILL:
An act to require any public school located in a city with a population
of one million or more to provide a remote learning option when such
public school is located in a county where community transmission of any
illness is at a substantial or high level
 
SUMMARY OF PROVISIONS:
Section 1. Requires that a public school located in a county with
substantial or high levels of community transmission of any disease or
illness defined by the Centers for Disease Control and Prevention as an
outbreak in the United States provide a remote learning option.
 
JUSTIFICATION:
Due to risks related to the COVID-19 pandemic, a remote learn- ing
option was made available to protect the students and their vulnerable
family members. A remote learning option significantly decreased the
risk and possible spread of COVID-19 transmission in schools and in the
community at large during the pandemic.
As we look forward to addressing public health and our ability to miti-
gate the spread of harmful illnesses, remote learning has proven to be
an effective solution in protecting the health of students, families and
teachers during periods of high levels of community transmission.
This bill would require that the Department of Education provide a
remote learning option whenever there is a substantial or high spread of
an illness defined by the Centers for Disease Control and Prevention to
be an outbreak in the United States. .
