TITLE OF BILL:
An act to amend the public authorities law and the energy law, in
relation to the New York power authority's conferral process
 
PURPOSE:
This bill requires regular updates on the New York Power Authority's
work to build public renewables and added transparency requirements
around their annual conferral process.
 
SUMMARY OF PROVISIONS:
Section one of the bill sets the short title as the "Public Renewables
Transparency Act."
Section two of the bill amends paragraph (e) of subdivision 27-a of §
1005 of the public authorities law, to require reports on public renewa-
ble development at board of trustees' meeting, as well as a public dash-
board demonstrating their progress in implementing the authority's
renewable energy generation strategic plan.
Section three of the bill amends subparagraph (vii) of paragraph (e) of
subdivision 27-a of § 1005 of the public authorities law to give consid-
eration to locations with access to public transit when selecting
locations for in-person public hearings.
Section four of the bill amends § 6-102 of the energy law to include the
chief executive officer of the New York Power Authority as a member of
the New York Energy Planning Board.
Section five of the bill sets the effective date.
 
JUSTIFICATION:
As the New York Power Authority implements the Build Public Renewables
provisions from the FY2024 budget, various stakeholders inside and
outside of government are interested in seeing additional transparency
measures.

EFFECTIVE DATE:
This act shall take effect immediately.
