TITLE OF BILL:
An act to amend the public authorities law, in relation to establishing
the mechanical insulation energy savings program
 
PURPOSE:
To create a program for certain buildings to increase the energy effi-
ciency of their buildings through the upgrade and installation of
mechanical insulation by qualified contractors utilizing apprenticeship
programs.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 Adds a new section 1885 to the Public Authorities Law that
creates a Mechanical Insulation Energy Savings Program within the New
York State Energy & Research Development Authority (NYSERDA). NYSERDA
would be authorized to establish a process for buildings to apply for
qualified audits, as defined under the bill. If approved, the appli-
cant's qualified mechanical insulation expenditures will be fully
covered by the program. All audits, repairs and installations must be
paid in accordance with prevailing wage and performed by qualified insu-
lation contractors who are party to a bona fide apprenticeship program.
Subsection 2 of Section 1 designates authority to the authorized to
establish and manage the Mechanical Insulation Energy Savings Program to
provide applicants with qualified audits and grants to purchase said
mechanical insulation. The authority shall also establish the audit
process where an applicant may request a qualified audit. This audit
should be provided to the applicant at no cost.
The A-print clarifies that audits conducted by the qualified contractor
will be provided at no cost and further defines who is considered an
applicant.
Section 2 sets the effective date.
 
JUSTIFICATION:
The legislation is designed to target larger buildings and provide an
immediate approach to lower their respective carbon footprints. A lack
of proper mechanical insulation, or properly installed mechanical insu-
lation, will many times lead to a large waste of energy-use. This incen-
tive program will raise awareness on the benefits of this technology and
create new opportunities for businesses and workers alike in this field.
By requiring all work be performed by qualified contractors that utilize
an apprentice-trained workforce, the legislation seeks to secure such
opportunities and ensure it is installed to the highest standards.
