TITLE OF BILL:
An act to amend the administrative code of the city of New York and the
vehicle and traffic law, in relation to prohibiting the sale of ATVs and
off-highway motorcycles in the city of New York
PURPOSE:
The purpose of this legislation is to prevent the sales of ATVs and
off-highway motorcycles in NYC and increase awareness of the laws and
regulations governing ATV use.
SUMMARY OF PROVISIONS:
Section One creates Subchapter 13-A of the Administrative Code of the
City of New York to prohibit the sale, lease, or rental of all ATVs and
off road motorcycles in New York City and creates a fine.
Section 2 amends the vehicle and traffic law to prohibit dealers from
selling ATVs from selling ATV for use in the City of New York
JUSTIFICATION:
The City of New York does not allow ATV or dirt bike usage on public
roads, sidewalks or highways. Additionally, the City of New York does
not contain any land where a dirt bike can be operated. Despite these
laws, residents of the State continue to operate ATVs and dirt bikes on
public lands. This bill aims to cut down on the number of dirt bikes and
ATVs being operated on public land by prohibiting the sale of such vehi-
cles in the City.

EFFECTIVE DATE:
This act shall take effect on the first of January next succeeding the
date upon which it shall have become a law.
