TITLE OF BILL:
An act to amend the public service law, in relation to requiring cable
companies to charge the same rate for the same service
 
PURPOSE:
To require cable companies to charge the same rate for the same service
in the State of New York.
 
SUMMARY OF PROVISIONS:
Section 1: The Public Service law is amended to state no cable tele-
vision company shall charge a different rate for the same service to
different subscribers. Defines television cable company as any company
providing cable services to subscribers via cable, satellite or micro-
wave.
Section 2: Effective Date.
 
JUSTIFICATION:
Currently cable companies are able to charge different rates to differ-
ent subscribers for the exact same service or make special offers not
available to all customers. In some cases, a person may be paying more
than others in the same community or even their next door neighbor for
the exact same cable service simply based on when they subscribed for
the service. This legislation would create cable rate parity, requiring
that special pricing plans or any new plans made available to new
customers are also made available to any existing customers at the same
cost savings.
