TITLE OF BILL:
An act to amend the education law, in relation to the profession of
nurse anesthesia
PURPOSE OR GENERAL IDEA OF BILL:
To codify the profession of nurse anesthesia as a specialty within the
nursing profession.
SUMMARY OF SPECIFIC PROVISIONS:
The bill amends the education law to define the duties and responsibil-
ities of nurse anesthetists. The bill also defines the education, train-
ing, and certification of these nurses.
JUSTIFICATION:
Currently, New York State law does not codify the practice of nurse
anesthesia. Instead, the scope of this practice has been defined through
educational requirements and Health Department regulations. Existing
requirements for training, education, and certification of certified
register nurse anesthetists (CRNAs) have resulted in high-quality,
professional care by CRNAs. Statutory codification would resolve prob-
lems relating to liability, supervision, and authority to administer
anesthesia. This legislation was developed with the support of the New
York State Association of Nurse Anesthetists.
