TITLE OF BILL:
An act to amend the public authorities law, in relation to notice to be
given when there is a change in service furnished upon the rapid transit
facilities or the omnibus line facilities of the New York city transit
authority
 
PURPOSE OR GENERAL IDEA OF BILL:
To give community boards advance notice when service cuts are made in
their districts. This bill would give the impacted offices more time to
prepare comments in response to the cuts and inform the community on
their impact.
 
SUMMARY OF PROVISIONS:
Section I. Subdivision 4 of section 1205 of the public authorities law
is amended to include borough presidents, city council members, state
legislators, and the community board as entities the authority is
required to give thirty days written notice to when service cuts are
scheduled for their district.
 
JUSTIFICATION:
Under current law, the New York City Transit Authority is not required
to give community boards notice when there is a substantial or general
change in the levels of service provided by the Authority. Reductions
in transportation service can severely disrupt the lives of commuters
that rely on public transportation to get to school or their place of
employment. Community boards serve as a mediator between those that
reside within their respective district and the various levels of city
government. It is crucial that the affected community boards are given
time to respond and prepare their districts for potential cuts in
service.
