TITLE OF BILL:
An act to amend the executive law, in relation to the establishment of
an insurance liaison on the disaster preparedness commission
PURPOSE:
The purpose of this bill is to provide the position of insurance liaison
on the disaster preparedness commission.
SUMMARY OF PROVISIONS:
Section 1 amends the executive law to allow for the appointment of an
expert insurance liaison on the disaster preparedness committee. This
member is to be appointed by the governor and will be a nonvoting member
on the commission.
Section 2 is the enacting clause.
JUSTIFICATION:
The position of insurance liaison would be especially useful on the
Disaster Preparedness Commission for a variety of reasons. This bill
would eliminate any confusion about what is insured and what is not.
The liaison would clear up any gray area and increase communication
between the Disaster Preparedness Commission, Department of Financial
Services, and insurance companies. The liaison would help the Commission
better understand insurance issues that are complex and often cannot be
understood by someone who is not an expert in the field.

EFFECTIVE DATE:
This act shall take effect on the one hundred twentieth day after it
shall have become a law. Effective immediately, the addition, amendment
and/or repeal of any rule or regulation necessary for the implementation
of this act on its effective date are authorized to be made and
completed on or before such effective date.
