TITLE OF BILL:
An act to amend the veterans' services law, in relation to the estab-
lishment of a veteran career assistance program within the SUNY and CUNY
systems
 
PURPOSE:
The purpose of this bill is to require the director of the Division of
Veterans Affairs to collaborate with SUNY and CUNY, to develop a Veteran
Career Assistance Program. Like the assistance currently provided to
SUNY and CUNY students, this program will assist veterans in translating
their military experiences and skills for building a civilian resume.
Further, this program will also provide employment placement services
for veterans.
 
SUMMARY OF PROVISIONS:
Section 1. Amends the executive law by adding a new section 353-b
directing the Division to establish a veterans' career assistance
program for veterans, in collaboration with SUNY and CUNY.
Section 2. Is the enacting clause.

JUSTIFICATION:
In February 2016, the NYS Senate Committee on Veterans, Homeland Securi-
ty and Military Affairs held a Round Table event to focus on Veteran
Employment Opportunities. One of the private sector companies that
participated discussed the importance of assisting veterans in building
civilian resumes. This bill will use existing resources to establish a
resume writing program and employment placement services for our veter-
ans. The veterans' career assistance program should mirror the services
currently offered to SUNY and CUNY students.

EFFECTIVE DATE:
This act shall take effect 120 days after it shall have become law.
