TITLE OF BILL:
An act to amend the public authorities law, in relation to establishing
the zero-emission vehicles rebate program; and providing for the repeal
of such provisions upon expiration thereof
PURPOSE:
Establishes the previously owned zero emission vehicles rebate program
SUMMARY OF PROVISIONS:
Section 1 amends the public authorities law to include previously owned
zero emissions vehicles in the zero emission vehicles rebate program.
The maximum rebate for eligible zero emission vehicles is two thousand
dollars. The amount of rebates issued in a given year shall not exceed
the amount of funds that were allocated to the program for that fiscal
year, as rebates will be awarded on a first-come, first-served basis
until all program funds have been awarded or until the program ends,
whichever comes first. The authority will promulgate rules and regu-
lations for the specific procedures and forms required to obtain a
rebate, no later than one year after the effective date of this section.
Educational outreach regarding the zero emissions vehicles rebate
program will be conducted. The authority will determine and publish, on
an ongoing basis, on their website the amount of funding remaining for
such rebates. The authority will issue a report regarding the status of
the zero emission vehicles rebate program, which will include relevant
program information.
Section 2 is the effective date.
JUSTIFICATION:
Personal transportation amounts to roughly 20% of greenhouse gas emis-
sions. This bill seeks to further the greenhouse gas reduction goals
laid out in the New York State Climate Leadership and Community
Protection Act (CLCPA) by creating a rebate program for used electric
vehicles. Such programs shall distribute rebates in,a maximum amount of
two thousand dollars.This bill seeks to reduce greenhouse gas emissions,
improve air quality, and reduce noise pollution by promoting the
adoption of quieter, zero emission vehicles. Establishing strategies to
reduce these emissions is an important step in achieving the CLCPA
goals.

EFFECTIVE DATE:
This act shall take effect immediately and shall expire and be deemed
repealed January 1, 2031.
