TITLE OF BILL:
An act to amend the penal law, in relation to removing the maximum age
limit for firearms instruction exemptions
PURPOSE:
Would allow any individual over the age of those to receive firearm
instruction.
SUMMARY OF PROVISIONS:.
Section 1 of this bill amends paragraph 7 of subdivision (a) of section
265.20 of the penal law to remove language limiting firearm instruction
to individuals between the ages of 12 and 16.
Section 2 amends paragraph 7-c of subdivision (a) of section 265.20 of
the penal law remove language limiting firearm instruction to individ-
uals between the ages of 12 and 16.
Section 3 amends paragraph 7-e of subdivision (a) of section 265.20 of
the penal law remove language limiting firearm instruction to individ-
uals between the ages of 12 and 16
Section 4 is the effective date.
JUSTIFICATION:
Under current law, individuals between the age of 12 and 18 can receive
firearms training from qualified individuals. However, this allowance is
incredibly limited in scope and prevents numerous individuals who have
an interest in firearms training from being eligible to receive training
prior to possessing a license.
